中国铁通立足铁路专网开展特色业务0

中国铁通集团有限公司的前身是铁道通信信息有限公司,成立于2000年12月26日,共有省级分公司31个,系国有大型基础电信运营企业。2004年1月20日,经国务院批准,由铁道部移交国资委管理,更名为“中国铁通集团有限公司”(以下简称“中国铁通”)。2004年6月,中国铁通被国资委列为董事会试点企业。

ChinaRailcomGroupCo. Ltd was originally known as Railway Telecommunication Information LLC, which was founded on December 26th 2000. The company had 31 provincial branches, and it was a nationally owned major basic telecommunication operator. On January 20th 2004, the company, after approval from the State Council, was transferred from the ministry of the railway to the national asset committee, and the company name was changed to “China Railcom Group Co. Ltd” (hereinafter referred to as “China Railcom”). In June 2004, China Railcom was named as a trial enterprise to have a board of directors by the national asset committee.

如果说五年前正是中国铁通的出现打破了中国固话的行业垄断,那么几经风雨,中国铁通这支队伍在竞争中所表现出来的韧劲也越来越强。成立5年来,中国铁通始终坚持“以服务赢得市场,以质量塑造品牌,以差异化增强竞争力”,在确保铁路通信畅通的基础上,大力开拓公众电信市场,取得了较好的经济效益和社会效益。公司主营收入由2001年的37.4亿元增长到2005年的138亿元,年均递增30%以上。固定用户由2001年的135.8万部增长到2005年的1640万部。互联宽带用户从无到有,2005年底达到200万户。截至2005年底,公司资产总额达到533亿元,比成立之初增长了近3倍。

Ifwesaythat the appearance of China Railcom five years ago ended the monopoly of the fixed telephone industry, then we can say that after the years the team at China Railcom is becoming stronger as it continues to survive in a market characterized by fierce competition. In these five years, China Railcom has continued to adhere by the principle of “win the market by service, build brand by quality, and increase competitiveness by differentiation”. While ensuring the telecommunication quality of the railways, the company has also expanded into the public telecommunication market and has gained exceptional economical and social benefits as the result. The income from the company’s main operations increased from the 3.74 billion Yuan to 13.8 billion Yuan in 2005, representing an annual growth of more than 30%. The number of fixed telephone users increased from the 1.358 million to 16.4 million in 2005, and the number of internet broadband users increased from none in 2001 to 2 million in 2005. By the end of 2005, the company asset totaled 53.3 billion Yuan, nearly three times more than it was when the company was first founded.

值得一提的是中国铁通建立了全国计费结算中心、各省计费中心和全国客户服务体系,是全国第一家可向用户提供市话详单的电信运营企业。

铁路专是立足之本

作为基础电信运营商,中国铁通拥有覆盖广、大容量、高速率的各类电信络资源。中国铁通高速骨干光传输采用先进的密集波分复用技术,具有容量大、覆盖面广、统一管理、统一调度的优势。中国铁通交换覆盖全国300多个编号区,拥有覆盖全国的智能,可为客户提供多种话音业务及增值服务,基于异步传输模式技术的宽带多业务综合数据,可以为用户提供高效、安全的数据通信服务。中国铁通互联是实行统一管理、集中调度的高速宽带IP络,可向用户提供互联接入、多协议标签交换虚拟专等业务。2004年,在信息产业部的支持下,中国铁通开展了3G和数字集群的试验,随着铁路GSM-R建设的不断推进和数字集群商用试验的全面开展,公司已经开始涉足移动通信领域。

Asabasictelecommunication operator, China Railcom owns various telecommunication network resources that’s fast, covers a wide range, and has high capacities. China Railcom high speed backbone optical transmission network uses the advanced DWDM technology, which provides high capacity and large coverage, and makes unified management and coordination easier. The China Railcom telephone exchange network covers more than 300 area codes in China. Its intelligent network that covers the entire countries is able to provide the users with various voice service and value adding services. The broadband multi-service comprehensive data network based on ATM technology can also provide the users with efficient and secure data communication services. CTT Net is a high speed broadband IP network with concentrated condition and unified management, which can provide users with internet access, MPLS-VPN and other functions. In 2004, China Railcom, with the support from the ministry of information industry, began testing for 3G and digital clustering. With the building of railway GSM-R as well as the testing and commercial trial use of digital grouping, the company is entering the mobile telecommunication field.

中国铁通董事长赵吉斌曾对说:“中国铁通最大的优势是拥有真正意义上的‘全国一张’,能为广大的集团客户特别是全国性的集团客户提供高品质的电信服务。第二优势是拥有一个超级大客户—中国铁路。目前其他几家运营商的产值和利润虽然都比中国铁通高很多,但到现在为止他们还没有一个大客户能够为自己带来40亿元的年产值,而且这个大客户未来还很有希望引导出很多的消费产品。”

ZhaoJibin,thechairman of China Railcom, once told the reporters that, “the biggest advantage of China Railcom is that the company truly has a “national network”, which could be used to provide the corporate clients, and in particular the national corporate clients, with high quality telecommunication services. The second advantage of the company is its giant client, Chinese railways. Even though other operators may have higher values and higher profits than China Railcom right now, they don’t have a client that could bring them 4 billion Yuan of value annually, and a client that may eventually lead to more products in the future.”

赵吉斌强调,中国铁通一定要积极主动为铁路服务好,把握铁路通信需求的脉搏,变被动跟随为主动服务,为铁路提供络售票、络运货,包括铁路小区未来IPTV建设等特色服务。赵吉斌说,中国铁通要对未来发展有一个清醒认识,明确努力方向。2004年8月,中国铁通提出了“专用+区域化”发展战略,并将规范管理上升到战略的高度。中国铁通未来的发展应该是在这个基础上“做大专用,做强区域化”。要通过进一步规范管理,建立收支盈利模型,解决代理不规范问题;建立工程过程管理规范,以投资效益为目标,搞好工程建设;推行全面预算管理,搞好以财务为中心的企业经营;以改革为动力,进一步理顺体制,健全机制,努力将中国铁通总部打造成宏观调控中心,将省分公司打造成模拟法人,将地市分公司打造成市场营销和成本控制的主体。

ZhaoJibinstressedthat China Railcom must first serve the railways, understand the need of railway communication, adapt to their need, and provide them with unique services such as network ticket sales, network logistics and railway community’s future IPTV construction. Zhao Jibin believes that it is important for China Railcom to have a clear understanding and a clear direction in the future. In August 2004, China Railcom proposed the development strategy of “specific network + regionalization”, which included the standardization of the management as part of the strategy. The future development of China Railcom should be based on an effort to “build the specific network and strengthening the regionalization effort”. Through further standardization management, the company will build income and profit model to solve the problems caused by disorganized agencies. Through the management standardization of the construction process, the company will achieve better profits for each investment made in the construction and will promote budget management to provide the financial foundation needed. The goal of the reform is to create and perfect the system in an effort to build the headquarters of China Railcom into a macro-condition center, to build each provincial branch into simulated legal people, and to build municipal branches into the main body of marketing and cost control.

近日,赵吉斌表示,“中国铁通2007年对各分公司的考核重点将突出资产收益率、收入利润率、劳动生产率和设备利用率,下大力气确保国有资产的保值、增值。”

Recently,ZhaoJibinhas stated that, “In 2007 China Railcom will mainly evaluate its various branches on their rate of return on capital, profit margin, labor productivity and utilization of equipments with the goal to ensure the value and increasing in value of national assets.”

特色业务是强身之术

中国铁路GSM-R是铁道部确定的新一代列车移动通信的技术体制,为铁路运输生产提供全程全的调度通信功能,现已在大秦线、青藏线、胶济线投入使用。2006年7月1日青藏铁路全线通车,在这条蜿蜒1142公里世界一流的高原铁路上,中国铁通运用先进的GSM—R数字无线通信技术,为这条“天路”的畅通提供专业通信服务与保障,创造了中国通信历史上新的记录。青藏铁路是亚洲首条列车控制及调度指挥系统完全基于GSM-R的铁路,以及世界上第一个实施双覆盖工程的铁路,通过这一先进信息通信络,全线车站中绝大多数实现了无人自动化控制。同时,GSM—R铁路综合数字移动通信系统还与GPS卫星定位技术相结合,形成了“基于无线通信及列车定位技术的列车运行控制系统”,实现了通信和信号技术的深度融合,实现了列车控制信息的无线传输,使青藏铁路成为一条真正意义上的“数字化铁路”。

ChinarailwayGSM-Ris a technical system for the new generation train mobile telecommunication chose by the ministry of railway; the coordination communication function provided for railway transportation and production is already put in use in Daqin railway, Qinghai- Tibet railway and Jiaoji railway. With the opening of the Qinghai- Tibet railway on July 1st 2006, China Railcom, using the advanced GSM-R digital wireless telecommunication digital, has provided this “heaven” road, all 1,142 miles of this first rate plateau railway, with professional communication services and guarantees, and it has set a new record in the history of China Railcom. Qinghai- Tibet railway is the first railway in Asia to achieve train control and coordination management system totally based on GSM-R. It is also the first railway in the world to achieve dual network coverage. Through this advanced information communication network, most of the stations along this railway achieved automatic control. In addition, GSM—R railway comprehensive digital mobile telecommunication system is also combined with GPS satellite navigation technology to form a “train operation control system based on wireless communication and train positioning technology”. This system realized the integration between communication and signal technologies as well as the wireless transmission of train control information, making the Qinghai- Tibet rail the first true “digitalized railway”.

ChinaRailcom’s“newbusiness force” is a comprehensive telecommunication solution promoted by the company based on its advanced basic telecommunication network resources, rich telecommunication operation experience, talented professional team; it is aimed to satisfy companies’ demand for information. IP VPN is a service under China Railcom’s new business force. By combining the advantages of MPLS VPN, IPSec VPN and SSL VPN, the service provides the idealistic virtual network solution, as it can transmit data, voices and images, as well as achieve real time monitoring, network functioning, and management. The service will provide the a remote access and connection based on the internet for the every branch of a commercial client, which will solve the internal communication problem and save the costs for long distance communication. It will also makes it convenient for the branches and the headquarters to hold video conferences, support mobile offices, and allow employees to log on to the internal corporate website at anytime from anywhere. The call center is also a service under China Railcom’s new business force. It combines the rich telecommunication network resource as well as the operational and management experiences for call center in an effort to provide individualized call center solutions for enterprise and governmental agencies; based on a company’s need for building a calling center, the service will provide a one stop service that will include access, system integration, and operation management consultation. The users can also be provided with call center outsourcing services that include system outsourcing, seat outsourcing, and service outsourcing. “Quanshitong” is a multi-media communication service provided by China Railcom’s new business force. It can provide the users with point to point or multi-point multi-media communication services, including video, audio, and data services. It will be used to provide governmental agencies, enterprises, social groups, families, and individuals with video conference, remote education, remote medical care, and video conversation services.

“一迅通”数字集群是中国铁通推出的面向政府部门、公共安全、企事业单位等用户的专业移动通信系统,旨在为集团用户提供资源共享、费用分担、安全可靠的多用途、高效能、专业化的移动调度指挥通信服务。“一迅通”具有呼叫建立快、超远程对讲、动态编组等一系列民用通信不具有的优势。

“Yixuntong”digitalgroupis a professional mobile telecommunication system presented by China Railcom. It is aimed at governmental agencies, public safety and enterprises, with the goal of providing resource sharing, cost sharing, safe and reliable multi-functioning, high efficiency, and professional mobile coordinated telecommunication service to group users. “Yixuntong” has many advantages that civil telecommunications lack, such as fast establishment of a call, ultra long-range feedback and dynamic organization.

历史的车轮滚滚向前,2007年的中国通信业将面临新的拐点。有人说,正是因为电信市场有很多不确定因素,才使得像中国铁通这样的后进入者机遇略大于挑战。开创各项工作新局面,铸造中国铁通新辉煌,中国铁通的路还很长。

Asweareprogressing, China telecommunication is faced with a new turning point in 2007. Some have stated that late comers such as China Railcom are presented with more opportunities than challenges because of the many uncertainties in the telecommunication market. Yet for China Railcom, there is still a long way to go to reach a new plateau.
